The very large Pendleton District, the northwestern corner of South Carolina,
was converted to two smaller districts, Anderson and Pickens, in December
1826.  Districts were later named as counties.  The 1860 census reports Ben
and the whole Evatt family born in Anderson County, SC.  In that census the
birthplace was reported by county.

"On 19 December 1816, Pendleton District gained the Indian lands along the
Chattooga. Finally, on 20 December 1826, the Pendleton District was abolished
and replaced by Anderson and Pickens Districts. Pickens District incorporated
both the current Pickens and Oconee Counties."

information reports Lem born in Pendleton Town, in Anderson District.  I have
not found supporting evidence of the town or location where Lem was born, but
Anderson County, reported here as the birth county, did not exist at that
time.  Lem was born in old Pendleton District of South Carolina, from which
Anderson and other counties were created in December 1826.
