He was born June 13, 1937, in Weatherford to Leonard William and Lorain McQueen. Joe was preceded in death by his granddaughter, Amber Brune, and his wife, Barbara Sherlene McQueen. Survivors include eight children: Leona, Susan, Kenneth, Billie, Frankie and Jackie McQueen, Tammie Carpenter and Vickie Canada. Also surviving are eight stepchildren: Sammy, Gary and Roger Jackson, Rita Diaz, Dorothy Hollingsworth, Tina Clemmer, Dee Dee Stephens and Trisha Wenninger; 18 grandchildren; 20 step-grandchildren; six step-great-grandchildren; one brother, Kenneth Keith McQueen; two sisters, Lenora Massie and Linda Hutcheson. A native of Blacksburg, she was the widow of Howard Jenkins and daughter of the late Lewis McSwain and the late Ada Fuller McSwain.
