In the 1880 census, there are three related families in one household. They are not even given separate family numbers, but the members of each family are described by their relationship to the head of that family, not the first entry in the whole list. The wife of Charles Taylor, again matching Penina, is named Permela C, in contrast to Perlina in 1870. Otherwise she still matches the child we know from other sources as Jemima Penina. I have not otherwise accounted for this name difference. I don't know who this John Philpot is.

In the 1900 census, the identity is confirmed, when Charles Taylor's wife is named Peninah, and a family research adds a note on the Ancestry record to clarify that this is Penina Philpot.
