    Josephine was born in the Oaklawn Community to Dave Edgar and CoraCole (Fisher) Dobkins. Josephine attended Oaklawn and Marlow schoolsShe lived in the Marlow area most of her life. She married ThomasJefferson Welch on Dec. 9, 1933, in Marlow. He preceded her in deathon Feb. 10, 1956. Josephine later married Leroy “Roy” Tugmon on June1, 1968, in Duncan. He also preceded her in death on July 26, 1979.She worked for the dime store in Duncan for six years and Surplus Cityin Duncan for six years. She also worked for the Department of HumanServices, taking care of babies. She was a member of the 4-H Club andthe Western Heights Baptist Church in Duncan.

    Survivors include a daughter, Mary Jo Forga of Oden, Ark.; sixgrandchildren, Gary Collier, Kenneth Campbell, Dorene Sue BloomerGray, Tommie Fisher, Rena Beach and Deborah Farmer; 13great-grandchildren; a brother, Dave Dobkins and wife Janette ofOklahoma City; and two sisters, Irene Kelly of Duncan and Eva Lee Kingand husband Hubert of El Paso, Texas.

    She was preceded in death by her parents; two spouses; a daughter,Dorothy Jean Welch Riddle; a grandson, Keith Collier; and sixsiblings.

    Pallbearers were James Gibbs, Phillip Gibbs, Bob Gibbs, Glen Klein andDave Dobkins.

    Services were held Sept. 12, at the Callaway-Smith-Cobb Chapel inMarlow, with Mike Roberson officiating. Burial was under the directionof Callaway-Smith-Cobb Funeral Home in Marlow.
