It is interesting that this SAR application reports that Thomas Lewis was born in Donegal Province of Ireland.   I do note that Donegal Province of Ireland in the northermost part of Ireland, while Lewis, now under Scoottish sovereignty, is the farthest western island of the outer Hebrides, close to Ireland.

It is plausible there is association, since the Scots people are Irish who migrated farther north and east across the islands and then on to Great Britain.  By that era the surname Lewis was pretty widespread.  It is not clear if the Irish name Lewis is associated with the Frankish name Louis coming to us through French.

Wikipedia notes that the surname in English has several independent origins, noting also "Region of origin England, Scotland, Wales, Ireland."  While this surname is the 4th common surname in Wales, it is only the 129th most common in Scotland but is the 24th most common in the United States.

"Lewis is a surname in the English language. It has several independent origins.  One of the origins of the surname, in England and Wales, is from the Norman personal name Lowis, Lodovicus. This name is from the post-Classical Latin name Ludovicus meaning victorious in athletic games (ludus, game; vicus, var. of victor, winner)."
    --  "Lewis (surname)," Wikipedia, https://en.wikipedia.org/wiki/Lewis_(surname)

Other sources report that the Isle of Lewis derives from the Gaelic name Lowis Wikipedia refers to above, which in turn came to us through the Norman French.  This is the same name that appears in the German language form as Ludwig.  The note that the Latin form is "post-classical" is somewhat vague, and could even then represent Germanic origins, since the German invasions began early, and rulers of parts of Italy and even Rome go back as early as 410 CE.

Various Germanic names were introduced into the Hebrides and Ireland by the Norse Vikings, who left a strong cultural and genetic legacy, memorialized in clans or septs Like the McSwains and their variations of MacSweeney, Sweeney and McQueen.

Another naming site confirms our own analysis of the name as of Germanic origin, tying the name to the Frankish name Clovis, one of the early kings and war chiefs of the Fanks.

"Meaning of Lewis: Lewis is an English variant of the name Louis, which is a variant of the name Clovis, which is a French variant of the name Ludovicus, which is a Latinized variant of the Germanic name Hluodowig, which is comprised of the elements hluod "famous" and wig "war, strife"
