Note that the WWI registration and the Social Security Death Index both report the year of birth as 1898, whereas the 1900 census and family genealogies report it as 1896. The day also varies, with the draft registration saying 21 February, while the SSDI says 22 February. It looks like the correct year is 1896, because this matches the 1900 census, when he was reported to be 4 years old. They surely would know if he was 4 or 6. In 1920 (census date 1 January), his age was 22, which would make him born in 1897!
As an adult Fred probably remembered the year incorrectly. Fred could not write (not his Mark in signing the draft card). He might have been able to read, and the 1910 census reports him at 14 years old as able to both read and write, and the 1920 census likewise just 2 years after he had signed his draft card with only a mark.
Even though he gives the name of his cousin as the nearest relative, genealogies report that Fred was married in 1916. Most men put their wives as nearest relative.

Note that this genealogy reports Fred's wife as Della Taylor, rather than as Della Hopkins. I have not found documentation associating Della with the name Taylor. The date of the marriage matches other reports. But this one states the county of marriage. This source reports the correct Hopkins parents, and does not give any information about a first marriage. Della would have been only 16 if they married in 1916. The Social Security record that appears to be hers has her name as Della Taylor, indicating she married after Fred died.
