    The area was administered by the State of Texas, but was disputed by the governments of the United States and the State of Texas.   After a suit in the US Supreme Court, the region was awarded to the United States.  The area was then assigned to Oklahoma Territory on May 4, 1896, and was subdivided into several counties at the formation of the State of Oklahoma in December 1907.   Thus later censuses report that Alma was born in Oklahoma.  The location was in Texas at the time of her birth.
