Note that this census reports that Charley as well as both his paretns were born in Alabama. Some family genealogies report him born in Alabama, and some attach a 1900 census of a Charley Tefteller whose age matches. We find the father of that Alabama family inTexas, and buried in the same cemetery where Charley was buried when he died in Morris County, Texas, in 1916.
